Underline was founded in 2019 with a singular mission: to ensure the vibrancy of our nation through building intelligent community infrastructure in a socially equitable manner. We work with American communities to design, finance, and construct open access fiber-optic networks. These networks are critical to secure internet access that’s fast, affordable, and fair. As open access networks, this infrastructure is also the essential foundation for distributed healthcare services, new wireless solutions, and resilient infrastructure including modernized water systems and responsible energy creation. Our first two projects are in Colorado Springs and Fountain, Colorado.

As Director of IT, Cloud & DevOps, you’ll lead the team responsible for managing the technology systems and tools that keep Underline running—from enterprise software and cloud infrastructure to security and user support. You’ll own the roadmap for our internal systems and DevOps practices, as well as lead our cybersecurity efforts and IT operations.

Equally important, you’ll be a partner to internal stakeholders across Finance, HR, Operations, Engineering, and Product—collaborating with them to understand their workflows and requirements, and translating those into secure, scalable technology solutions. You’ll drive forward our internal tooling strategy with the same thoughtfulness and agility we bring to external products.

• IT Operations & Support: Lead end-user support, endpoint security, onboarding/offboarding, and helpdesk operations; deliver exceptional employee experiences across all technology touchpoints
• Process Design & Delivery Discipline: Build and enforce structured processes that turn internal requirements into well-scoped technical work, flowing through predictable pipelines for development, deployment, and delivery on time and on budget
• Internal Systems Strategy: Own the roadmap for enterprise systems including ServiceNow, NetSuite, and others; partner with business units to gather requirements, evaluate solutions, and build the right tools for the job
• Cloud & DevOps Enablement: Manage cloud platforms and DevOps practices (CI/CD, IaC, monitoring, automation); support product and engineering teams with reliable, secure infrastructure
• Cybersecurity Leadership: Establish and enforce security policies; oversee access management, incident response, vulnerability scanning, and compliance frameworks such as SOC 2
• Stakeholder Collaboration: Engage with teams across the company to deeply understand needs, define system requirements, and drive cross-functional solutions that improve efficiency, visibility, and control
• Budget & Vendor Oversight: Own IT and cloud spend; manage vendor relationships and service delivery performance
• Team Leadership: Lead and grow the existing team, creating clarity around goals, accountability, and culture

• 8+ years of experience in IT operations, DevOps, or cloud infrastructure, with 3–5 years in a senior leadership or director role
• Demonstrated success working across departments to gather requirements and deliver scalable enterprise systems
• Strong experience with cloud environments (mainly AWS) and DevOps best practices
• Proven track record owning internal systems like ServiceNow, NetSuite, or similar tools
• Cybersecurity leadership experience including security policy design, implementation, and audit support
• Experience managing budgets and negotiating contracts with vendors and service providers

• Familiarity with regulatory or compliance frameworks (SOC 2, NIST, FedRAMP, etc.)
• Hands-on experience with endpoint detection, identity and access management (IAM), and SaaS integration tools
• Background in telecommunications, cloud infrastructure, or smart city tech
• Experience building IT/DevOps functions in fast-growing or mission-driven organizations
