Job Summary:

Altus Group is currently seeking a candidate for the position of Cost Consultant based out of our downtown Montréal office to join our Cost Consulting & Project Management division. Working with our loan monitoring team, the Cost Consultant will review and verify all project-related documentation and contracts, prepare and track all budgets, commitments and costs incurred, and forecast an independent cost-to-complete for the project.

The Cost Consultant will be responsible for acting as an independent interface between lenders and developers. The Cost Consultant will also track the projected revenues, development approvals, compliance documentation, construction contracts and committed revenue, and provide in‐depth monthly reporting on the project until completion and repayment of the mortgage.

Key Responsibilities:

  • Visit construction sites on a monthly basis to review the contractor and subcontractor progress claims

  • Establish and track project budget, along with cost to date and cost to complete

  • Deliver pre-development services to establish feasibility of the project and identify any risks

  • Provide review of development schedule, such as overall progress of the project and anticipated completion dates to the lender

  • Develop cash flow projections and summaries

  • Confirm borrower’s equity contributions

  • Prepare and submit preliminary report to the lender before any loan advances are issued to the borrower

  • Review construction contracts and other forms of commitments to minimize any risks of completion of the project

  • Provide approvals on insured deposit advances and keeping the insurance lender up to date and provide access to the funds

  • Process payment certification under construction contracts in compliance with the Provincial Lien Act

  • Negotiate change orders with contractors in accordance to the terms of the agreed contract

  • Perform reviews of all material financial project documentation implications

Key Requirements:

  • Bachelor’s degree in construction management, Quantity Surveying, Civil/Structural Engineering, Building Science or in a related field

  • 3+ years of related experience in loan monitoring and project monitoring

  • Strong understanding of RICS Project Monitoring guidelines and standards

  • Excellent communication and time management skills, along with the ability to manage multiple projects at any given time

  • Intermediate level of understanding of construction estimates, development schedules

  • In-depth knowledge of the construction industry - development, contracting & consultant services

  • Working knowledge of the Provincial lien act and CIQS standard method of measurement – elemental/trade

  • Strong understanding of standard contract conditions – CCDC

  • Ability to work in a team and provide coaching and mentoring to junior staff

  • Working towards LEED, RICS/PQS, and/or AEECQ certification is an asset

En collaboration avec notre équipe de surveillance des prêts, le consultant en coûts examinera et vérifiera tous les documents et contrats liés au projet, préparera et suivra tous les budgets, les coûts engagés, et prévoira un coût d'achèvement indépendant pour le projet.

Le/la consultant(e) en coûts sera chargé(e) d'agir en tant qu'interface indépendante entre les prêteurs et les promoteurs. Le/la consultant(e) assurera également le suivi des couts prévues, des approbations de développement, des documents de conformité, des contrats de construction et des couts engagées, et fournira des rapports mensuels détaillés sur le projet jusqu'à son achèvement.

Principales responsabilités:

  • Visiter les sites de construction sur une base mensuelle pour examiner les déclarations d'avancement des entrepreneurs et des sous-traitants

  • Fournir des services de pré-développement afin d'établir la faisabilité du projet et d'identifier les risques éventuels

  • Examiner l’échéancier de développement, notamment l'avancement général du projet et les dates d'achèvement prévues pour le prêteur

  • Établir et suivre le budget du projet, ainsi que les coûts à ce jour et les coûts d'achèvement

  • Élaborer des projections et des résumés des flux de trésorerie

  • Confirmer les apports en capital de l'emprunteur

  • Préparer et soumettre le rapport préliminaire au prêteur avant l'octroi de toute avance de prêt à l'emprunteur

  • Examiner les contrats de construction et autres formes d'engagement afin de minimiser les risques liés à l'achèvement du projet

  • Fournir des approbations sur les avances de dépôts assurés et tenir le prêteur d'assurance à jour et lui donner accès aux fonds.

  • Traiter l'attestation de paiement en vertu des contrats de construction conformément à la loi provinciale sur les privileges.

  • Négocier les ordres de modification avec les entrepreneurs, conformément aux conditions du contrat convenu

  • Examiner toutes les implications matérielles de la documentation financière du projet

Exigences du poste:

  • Baccalauréat en gestion de la construction, en estimation, en génie civil/structural, en sciences du bâtiment ou dans un domaine connexe

  • + de 3 années d'expérience connexe dans le suivi des prêts et le suivi des projets

  • Excellentes aptitudes à la communication et à la gestion du temps, ainsi que la capacité de gérer plusieurs projets à la fois.

  • Niveau intermédiaire de compréhension des estimations de construction et des calendriers echeancier de développement

  • Connaissance approfondie de l'industrie de la construction: Développement, contrats et services de consultation.

  • Connaissance pratique de la loi provinciale sur les hypothèques légales et de la méthode de mesure standard de l'ICÉC: élémentaire/professionnel

  • Connaissance approfondie des conditions contractuelles normalisées: CCDC

  • Capacité de travailler en équipe et d'encadrer et de conseiller le personnel subalterne

  • L'obtention d'une certification LEED, RICS ou ÉCA et/ou AEÉCQ est un atout
